The first part recognizes that breastfeeding is good for mother and baby. The second part says you have the right to breastfeed your baby wherever you have a right to be. That means at the park, in the mall, at the grocery store, at a restaurant, in a movie theater – any public place. No one would deny a baby a bottle when he is hungry, and they can’t deny him a breast, either. Breast milk is your baby’s food, and your baby has a right to eat wherever you are.

The legislature finds that breast-feeding a baby is an important and basic act of nurture that must be encouraged in the interests of maternal and child health and family values. In compliance with the breast-feeding promotion program established under the federal Child Nutrition Act of 1966 (42 U.S.C. Section 1771 et seq.), the legislature recognizes breast-feeding as the best method of
infant nutrition.
A mother is entitled to breast-feed her baby in any location in which the mother
is authorized to be.
